Project Control Engineer
A project control engineer tracks the cost, schedule and progress of large engineering or construction projects, and tells the project manager whether it is on track and what it will cost by the time it finishes. They work on things like power stations, rail upgrades, oil and gas facilities, water infrastructure, defence programmes and major building projects — usually for a contractor, an engineering consultancy, or the client organisation paying for the work. The job is essentially the numbers and the evidence behind a project: how much has been spent, how much work has actually been done, and what that implies for the end date and final bill.
Approximate graduate salary
Roughly around GBP 27,000-35,000 to start for most graduate roles, and this varies widely — London, offshore oil and gas, nuclear and defence programmes tend to sit at or above the top of that range, while regional contractors and smaller consultancies sit lower. Site allowances, travel or living-away payments and overtime can add meaningfully in some sectors.
What you'd actually do
- Updating the project schedule (a detailed plan of every activity and how long it takes, usually built in planning software such as Primavera P6 or Microsoft Project) using progress updates from site teams and engineers
- Chasing engineers, site supervisors and subcontractors for accurate progress figures — a large part of the week is asking people 'is that task really 60% done?' and reconciling answers that don't match
- Producing cost reports: comparing what has been spent and committed against the budget, and forecasting the final cost of the project or work package
- Building and maintaining spreadsheets and dashboards, and pulling data out of finance and ERP systems (the software a company uses to record purchase orders, invoices and timesheets)
- Preparing the monthly project report pack — progress curves, milestone status, cost variance, key risks — and sitting in the review meeting where the project manager and client interrogate it
- Logging and pricing changes and variations (work that wasn't in the original scope) and tracking them through approval, since these drive most cost growth
- Maintaining the risk register and, on larger projects, supporting quantitative risk analysis such as running schedule risk simulations to produce a realistic completion date range
How graduates get in
- Graduate schemes at large engineering, construction and infrastructure contractors and consultancies — usually advertised as 'project controls', 'project management', 'commercial' or 'planning' graduate programmes. This is the most common structured route.
- Direct entry as a graduate or assistant planner, cost engineer or project controls analyst, particularly at mid-sized contractors and specialist project controls consultancies that hire as projects come in rather than on an annual cycle. Very common — do not assume a scheme is the only way in.
- Moving across from a technical discipline: many project control engineers start as civil, mechanical, electrical or chemical engineers and shift into controls after a year or two on site, because they already understand what the activities on the schedule physically involve.
- Placement years and summer internships with contractors and consultancies, which convert to graduate offers at a reasonable rate and are worth targeting specifically if you already know you want this area.
- Client-side and public sector entry — infrastructure owners, utilities, transport bodies, nuclear and defence organisations recruit graduates into project controls functions, sometimes via a broader project delivery scheme. Security clearance requirements apply in defence and nuclear.
- Less commonly, entering through a finance, quantity surveying or data analyst role in a project-based business and moving sideways into controls once you understand the project's cost structure.
What employers ask for
- A degree in engineering (civil, mechanical, electrical, chemical), construction management, quantity surveying, mathematics, physics or a similar numerate subject. Some employers accept any degree if you can show numeracy and interest in infrastructure — this varies a lot, with technical projects (nuclear, offshore, process plant) more likely to insist on an engineering background.
- Typically a 2:1, though 2:2 candidates are regularly hired, especially by mid-sized contractors and where you have relevant placement experience. Some employers still filter on UCAS points or A-level grades; many do not.
- Strong Excel is close to universally expected and is often tested at interview or assessment centre — comfort with lookups, pivot tables and building a model from messy data.
- No qualification is required to start, but employers value or fund professional development later: chartered status through an engineering institution (IMechE, ICE, IET) if you have an accredited engineering degree, or project management qualifications such as APM's PMQ and Chartered Project Professional, or membership of the Association of Cost Engineers.
- For defence, nuclear and some rail work you will need to be eligible for UK security clearance, which can restrict roles by nationality and residency history.
- Willingness to be based on or near a project site, or to travel to one regularly. Many roles are site-based or hybrid with mandatory site days; a fully remote graduate project controls job is unusual.
Skills that matter
Scheduling logic — understanding critical path, float and dependencies
You need to know which delayed activities actually push the end date and which have slack, because that judgement is what the project manager acts on.
Data handling and Excel modelling
Most of the job is turning inconsistent progress data, purchase order extracts and timesheets into a report someone will make a decision from.
Pushing back politely on people more senior than you
Site teams routinely over-report progress and under-report problems, and a graduate who accepts every figure at face value produces reports that are wrong in an obvious and expensive way.
Understanding how the work is physically built
You cannot judge whether a concrete pour or a cable pull is really on track unless you have some feel for the sequence, which is why site visits and asking engineers basic questions matter more than software skill early on.
Clear written and visual reporting
Your output is read by people with ten minutes and no interest in your workings, so the ability to reduce a month of data to one honest chart and three sentences is what gets you noticed.
Attention to detail under monthly deadlines
Reporting runs on a fixed monthly cycle and errors in a cost forecast propagate into decisions about resourcing, cash and client claims.
Where it leads
Graduate or assistant project controls engineer: you own a slice of the work — one work package's schedule, or cost coding and data cleaning — under supervision. Typically the first year or two, sometimes with rotations through planning, cost and risk.
Project control engineer / planner / cost engineer: you own the controls for a package or a smaller project end-to-end, and present directly to project managers and sometimes the client. Many people specialise here into either planning (schedule) or cost, though some employers keep the roles combined.
Senior project control engineer or lead planner: responsible for controls across a large project or a portfolio, setting the reporting approach, checking others' work and mentoring graduates. Reaching this typically takes several years but timelines vary widely with project size and how much responsibility you're handed.
Project controls manager or head of project controls: managing a controls team across a programme, owning the systems and governance, and being the person who tells senior leadership the uncomfortable forecast.
Common sideways moves: into project management or programme management, into commercial and contract management or quantity surveying, into risk management, or into consultancy advising clients on project performance and dispute or delay analysis. Delay analysis in particular — proving why a project ran late — is a well-paid specialism drawing on the same skills.
What people get wrong

The value is in judgement, not data entry. The core skill is deciding whether the progress you have been told is credible, and being the person who says a project is going to be late or over budget before anyone wants to hear it.

Software is taught on the job and employers generally expect graduates to arrive knowing none of it. Strong Excel and an understanding of critical path thinking matter far more at application stage than tool names on your CV.
“It's an office job at head office.”
A lot of project controls work is site-based or requires regular site presence, sometimes at remote locations, on shift patterns, or on rotations. Some roles are also on client premises rather than your employer's. This varies enormously by sector — a rail or nuclear project looks very different from a software or pharma programme.
“Because it's 'engineer' in the title, it counts as engineering experience for chartership.”
It can, but it isn't automatic. If chartered status matters to you, check early how your employer maps project controls work to the competences your institution requires — some people find they need deliberate exposure to technical design or delivery work alongside the controls role.
Where this varies
The job title covers quite different jobs depending on sector. On oil, gas and nuclear projects, project controls is a large, formalised function with separate planners, cost engineers, risk analysts and estimators, heavy process, and earned value management (a technique that measures progress in money terms so cost and schedule performance can be compared against plan) applied rigorously. On smaller construction or building services projects, one person may do planning, cost and reporting together and the approach is much more pragmatic. Client-side roles focus on scrutinising contractors' reports and assuring the numbers; contractor-side roles focus on producing them and defending them. Consultancies place you on client sites, sometimes changing project every year or two. Defence and nuclear add clearance requirements and long programme timescales; rail adds possession planning and unusual working hours. Pay, travel expectations and how quickly you get ownership all differ accordingly, so ask specifically about which model an employer runs before accepting.
