"Cleared permanent opportunities" isn't a job in itself — it's a label recruiters and employers use for permanent roles that require UK government security clearance, most often in defence, national security, intelligence, policing or government IT. The actual work varies enormously (software engineering, data analysis, systems engineering, project management, consulting, intelligence analysis), but the common thread is that you work on projects for government or defence customers, usually on-site in secure buildings, and you cannot discuss much of what you do outside work.

Approximate graduate salary

Because this label covers many different jobs, starting pay varies a lot. Graduate entry is typically somewhere around £28,000–38,000, with technical roles in defence and consulting at the upper end and civil service or regional roles often lower; London and the South East tend to pay more. Some employers add a clearance or site allowance, and pay usually rises noticeably once you hold clearance and a few years' programme experience — but treat all of this as a rough approximation rather than a fixed figure.

What you'd actually do

Doing the underlying technical or analytical job you were hired for — writing and testing code, analysing datasets, designing or maintaining networks and systems, running project plans, or producing written assessments — but inside a secure environment rather than an open office.
Working on a client or programme site, often in a room or building you can only enter with a pass, where phones, smartwatches and personal laptops are left in lockers outside.
Using standalone or air-gapped systems (computers deliberately not connected to the public internet) that may run older or bespoke software, so you can't just download the latest tool or search Stack Overflow at your desk.
Attending stand-ups, design reviews and customer meetings where you have to be careful about what can be said in which room, and to whom — including colleagues without the same level of clearance.

Writing documentation, test evidence and change records to a standard that satisfies both engineering and security requirements, because changes to secure systems usually need formal approval.
Explaining progress to government or military customers who often care as much about assurance, risk and process as about the technical detail.
Handling the admin side of clearance: periodic security reviews, reporting changes in personal circumstances, foreign travel notifications and mandatory security training.

How graduates get in

Graduate schemes at defence, aerospace, engineering and technology consultancies that hold government contracts — this is the most common route. Many of these employers sponsor your clearance from day one and put you on unclassified work while it's processed.
Direct entry into a specific technical role (developer, test engineer, network engineer, data analyst) advertised as 'clearance required' or 'clearable' — realistic for graduates with a strong technical degree or a good placement year.
Civil Service and government departments, including the Civil Service Fast Stream and departmental graduate schemes in defence and security areas, where clearance is part of onboarding rather than something you supply yourself.
The intelligence and security agencies run their own graduate and early-careers recruitment with their own vetting process; these are separate from private-sector routes and typically have stricter residency and nationality rules.

Industrial placements or summer internships with a defence or government-facing employer — genuinely valuable here, because employers strongly prefer candidates who already understand secure working and, occasionally, already hold clearance.
Moving in later from a commercial role. Common and completely normal, but note that clearance is sponsored by an employer for a specific need — you cannot obtain it yourself as a graduate to make yourself more attractive.

What employers ask for

British citizenship or, for some roles, settled status with a long period of continuous UK residence. This is the hardest requirement and it varies by clearance level: Security Check (SC) is more flexible than Developed Vetting (DV), and the intelligence agencies usually require sole British nationality and long UK residency. Check the specific advert rather than assuming.
A UK residency history the vetting process can actually check — commonly around five years for SC and longer for DV. Extended periods abroad don't disqualify you but can slow the process considerably.
Degree subject depends entirely on the underlying job. Computer science, engineering, maths and physics dominate the technical roles; politics, history, languages and social sciences feed intelligence analysis and policy roles; business and any-discipline degrees feed project and delivery roles.
A 2:1 is the common asking point for structured graduate schemes, with some accepting a 2:2 or using tests instead of grade filters. Direct-entry technical roles often care more about demonstrable coding or engineering ability.

Willingness to be vetted honestly and in detail: financial history, relationships, drug use, foreign contacts and travel. Debt or past drug use are not automatic bars — concealment is the real problem.
Some roles add professional accreditation over time (chartered engineer via IET or IMechE, project management qualifications such as APM or PRINCE2, or security certifications like CISSP for cyber roles), but these are developed on the job rather than required at entry.

You need to habitually know what can be said in which setting, and be comfortable telling friends and family almost nothing about your work.

Working with constrained and legacy technology

Secure environments often run older, bespoke or offline systems, so you have to solve problems without the cloud services, open-source packages and internet searches you'd use elsewhere.

Precise technical writing

Design documents, test evidence and security cases are formally reviewed and audited, so sloppy documentation genuinely blocks work from going live.

Patience with process and bureaucracy

Change control, accreditation and customer approval mean things move slower than in a startup, and people who need instant results burn out fast.

Translating technical detail for non-technical customers

Your stakeholders are often military, policy or civil service staff who need to understand risk and capability without the engineering vocabulary.

Self-sufficiency and judgement

You often can't take work home, message a wider network for help, or share a problem outside the cleared team, so you have to reason things through with the people in the room.

Where it leads

First one to two years: doing the core technical or analytical work on a programme, often starting on unclassified or lower-classification tasks while clearance is granted or upgraded.
Becoming the person trusted with the harder or more sensitive parts of a system, and being named on customer-facing deliverables. Clearance may be uplifted (for example SC to DV) if the work requires it.
Splitting towards either a technical specialist track (senior engineer, architect, subject-matter expert in a specific system or domain) or a delivery track (team lead, project manager, engagement lead).
Senior roles: technical authority or lead architect on a programme, capability or account lead, or moving into the customer side as a civil servant or government technical adviser.
Timelines vary widely and depend more on programme lifecycles and clearance than on your performance — a long-running defence programme can mean slow, steady progression, while consultancies rotate people faster. Long-held DV clearance also makes people highly marketable, and many move between cleared employers or into well-paid contracting later in their careers.

What people get wrong

“You need to already have security clearance to apply.”

You almost never can — clearance is sponsored by an employer against a real business need, so as a graduate you apply as 'clearable' and the employer starts the process. Existing clearance is an advantage for experienced hires, not an entry requirement for graduates.

“It's all spies and intelligence work.”

The large majority of cleared permanent roles are ordinary engineering, IT, data and project jobs that happen to have a government or defence customer. Someone might spend their week writing Java or maintaining a network, not running agents.

“Anything in your past — debt, drug use, mental health treatment, foreign relatives — will fail you.”

Vetting is about honesty and vulnerability to pressure, not moral purity. Disclosed issues are usually assessed in context; what causes problems is omitting or minimising something that later comes to light.

“It's a flexible, remote-friendly tech job like any other.”

Much cleared work is legally or practically tied to a secure site, so hybrid working is often limited or impossible, and you may be required to live within commuting distance of a specific location. This varies a lot by role and classification level — some cleared work is genuinely flexible, some is fully on-site with no phone at your desk.

Where this varies

There are really three different markets under this heading. Defence primes and large engineering firms offer structured graduate schemes, long programmes and slower but stable progression. Consultancies and technology suppliers place you on shorter client engagements, with more variety and more travel. The Civil Service and the security and intelligence agencies recruit through their own schemes, with stricter nationality and residency rules and their own vetting timelines. Geography matters more than in most graduate careers: cleared work clusters around particular defence, government and technology sites rather than being spread evenly across the UK, so your options can be shaped heavily by where you're willing to live. Clearance level also changes the experience — lower levels feel much like a normal job, while the highest levels come with significant restrictions on travel, devices and what you can disclose.
